Factory Records founding father Anthony Wilson along with his partner Yvette Livesey were asked to conduct some blue-sky thinking on what changes were needed in East Lancashire. A report was been produced featuring their unusual ideas - which included a change of name. David Ward examines reactions to the report from local people and looks at how other celebrities such as Wayne Hemingway are dipping their toes in the development waters.
